Does is worth to buy those cheaper solar panels with cosmetics blemished?, Evergreen Solar  have these panels, they says this does not affect the power, and are backup by the manufactor.  Need the opinions by the experts.

It depends on the blemish... But probable won't change much in the power you get from the solar panels. I would go for it if they say you get the warranty with them.

Ok, also some are not UL certified

steer clear of any electrical component that does not have a UL Listing
